New tool available for assessing social vulnerability to climate change
The new guidelines, "Indicators to address community-level social vulnerability" are meant to be an addendum to the existing regional SocMon/SEM-Pasifika guidelines. These indicators can be included in a socioeconomic assessment of any site for which climate change impacts are an important issue. The resulting information can then inform coastal management needs and adaptive management. Funding for this publication was provided by the Secretariat for the Pacific Environment Programme through the Coral Reef InitiativeS for the Pacific (CRISP) and IUCN. In-kind support was provided by The Nature Conservancy and the NOAA Coral Reef Conservation Program. The authors wish to emphasize that this represents a first draft for public circulation and field testing and look forward to receiving suggestions for improvement from our partners in the field.

SocMonitor is an electronic bulletin about the Global Socio-economic Monitoring Initiative developed by Maria Pena and Christy Loper to update everyone on what is happending with socio-economic monitoring through the SocMon and SEM-Pasifika initiatives.

SocMon West Africa currently under development
A new region of SocMon is now under development thanks to funding from French Global Environment Facility (FFEM). The effort is being led by the Fondation Internationale du Banc d'Arguin (www.lafiba.org) which has hired consultant Delphine Malleret-King to develop SocMon West Africa Guidelines in consultation with local partners. The guidelines will initially be produced in French and are based on those used in the Western Indian Ocean, where King serves as technical adviser. The process is consultative and kicked off with a workshop on July 5-7 that included participation from Guinea, Guinea-Bissau, Senegal, the Gambia, and Mauritania. SEM-Pasifika Training completed in Palau: November 16-25
From November 16-25, 2009 a SEM-Pasifika (socioeconomic monitoring for Pacific Island countries) training was carried out by NOAA's Coral Reef Conservation Program in partnership with the Palau International Coral Reef Center and the Helen Reef Project. Seventeen participants attended from various state agencies and NGOs.
The nine day training was designed to train participants through every step of a real socio-economic assessment including: developing assessment objectives; choosing indicators; conducting key informant, focus group, and household interviews; survey design; pre-testing; data entry; data analysis; communication of results and adaptive management. To do this, the assessment activities were based on Helen Reef Project site and management goals.
Upon completion of the assessment the participants presented the results to the Helen Reef Project Board and other agency and NGO leaders. The community leaders were very pleased with the outcomes of the training workshop and the assessment. Not only were they happy to finally have community information on support for the Helen Reef Project, but they now have specific recommendations from the community to improve the management of Helen Reef.

New SocMon Global Report Launched on December 9, 2008
Synthesizing data from close to 14,000 household interviews in 29 countries, the ‘Socioeconomic Conditions Along the World's Tropical Coasts: 2008’ report highlights dependence on coral reefs by local communities in developing countries, provides information on perceived threats to coastal resources, and points to the inability of coastal managers to effectively implement decades-old recommendations as a significant barrier to coral reef protection.
